Contracting and Purchasing

During 2009/10 a number of NHS Service Contracts came up for renewal across the East Midlands.  In order that the BMA regional database can be updated, I wonder if you would confirm which contracts your PCT renewed, who was awarded a contract, and when the next renewal date is?

Specifically, I am interested in instances where service contract have been awarded to private providers ahead of existing NHS providers.

1. In relation to the PCTs joint decision to contract admin work out to SBS, can you please specify precisely what information on data subjects (ie Joe Public) you intend to share by making it accessible to sub-contractors in India.

2. Please advise of when you plan to ask data subjects if they are prepared to let this personal data be accessed by others from outside the EEU.

3. What arrangements are in hand for dealing with the data of those data subjects who have already expressed their anxiety about having their data shared without their permission - bearing in mind that in Derby alone over 1000 people signed the petition about this.

4. On the East Midlands Politics show Sunday 12 September your Chairman Mark Todd said quite clearly that there would no call centres in India processing calls, that that work would be done locally and possibly by some of the people doing the job at the moment.  Can you confirm that this is the case.

5. On the East Midlands show Sunday 12 September your Chairman Mark Todd said quite clearly that he did not know how many people would be made redundant but then went on to confirm that 65 jobs will be retained.  How many posts will be deleted as a result of this contracting arrangement.

6. Please explain how the PCT can quantify a saving of £9M over six years when the PCT has only two years remaining.

1. List each of the GP-led health centres and APMS GP practices for underdoctored areas procured by the PCT as part of the Government’s recent Equitable Access in Primary Care (‘Darzi centre’) programme. For each of these please include the name of the practice, the date it opened and the date the initial APMS contract was due to expire on when it was first signed.

2. For each of the above practices please can you tell me if the PCT has entered into any further contract negotiations subsequent to the original APMS contract being signed. If so, please specify the nature of this further negotiation (eg to renegotiate the financial terms, to change the length of the contract, to adjust KPIs etc) and provide detail where possible.

3. Please can you tell me whether the PCT is now reviewing any of the contracts listed above, in light of the need to make efficiency savings etc.  

4. Please can you tell me whether the PCT now has any plans to terminate any of the contracts referred to above (ahead of schedule).

I would like information on medical records folders. Medical records folders in this context should be understood as any paper-based device used to store details specific to an in-patient or out-patient, such as medical history, diagnostic results (in the form of laboratory reports or diagnostic images), or correspondence relating to a patient.

All the documentation relating to the GP Premises CQC Capital Grant Funding and the process by which this project has been managed, including:

1.The original terms set by the Strategic Health Authority (SHA) and any subsequent variations (written or verbal)

2. The criteria against which the GP practice bids for the grant funding were assessed and the process by which they were arrived at

3. The documentation sent to GP practices

4. The process by which the GP practice bids for the grant funding were assessed against the criteria, including the notes of any meetings of any panel (virtual or otherwise) that made (or is due to make) the decisions or, if none available, a list of people involved (by position, not name)

5. Anything else the information holder feels may be relevant

Please can you send me details of any contracts which both of the individual PCTs in your cluster -- or, if relevant, the PCT cluster itself -- awarded to any private firm for providing any health services (physical or mental health services) in their areas in the last three years. In particular I would like to know:

1) which firm the contract was with;
2) what health service(s) it was for;
3) the length of the contract;
4) the value of the contract, and
5) which PCT awarded it.

To clarify: I am NOT seeking details of contracts for supplies, drugs, IT etc -- only for health services. I am also not seeking details of contracts relating to GPs surgeries, unless the management of the GP's surgery has been taken over by a private company, in which case I definitely do want details, please.

Under the Freedom of Information Act, I kindly request copies of all information (as pdf documents) sent from the Primary Care Trust or Equivalent NHS Body, to all NHS dental contract holders/providers/performers in your area, from 1st Jan. 2006 to 1st Jan. 2013, with regards to the rules & regulations of claiming units of dental activity.
